Straightforward double definition. "Stuff" is a bit awkward, as it points to a noun when an adjective is needed.
LAT2: Tie 5/8ths of acrostic to agitation (5)
Tricky anagram. Picking “any 5 from 8” would have been difficult without the grid.
ST1: Wood nymph loses right to be twins (4)
Straightforward subtraction, but I don’t like your definition much (although in crystallography, xxxx is a 2-fold symmetry axis).

Nice acrostic. Seems to need an apostrophe at the end of emigrants’ (thus). Other minor typo ignored.

Critique: don't know that there's anything particularly "southern" to it.
Response: The anagram is “Brit + safe + s(outhern)”
Does it lead to fast rise around second? (5,4)
Critique: Looks like just a straight clue (though very tricky) with no cryptic, or a slightly clunky anagram. Were you trying for an &Lit! ?
Response: It was intended as a [clunky] anagram of “fast rise + b(=second)”, but the proper definition is “Does it lead to ……second?”, which mixes cryptic with definition. But then it took on a life of its own, as it could also be read as a whole clue, as you note, so I left it.
NC3 If breasts are taken care of, French kissing may ensue (5,4)
Critique: I looked for the particulars on this, and surprisingly couldn't find it even mentioned on any of my regular dictionaries, and even the Urban Dictionary really wasn't at all specific.
Response: This is what I got from the Urban Dictionary and Wiki:
Urban Dictionary: First Base: “The first step in a sexual relationship involving making out or french kissing”.
Wiki: http://en.wikipedia.org/wiki/Baseball_metaphors_for_sex: First base – mouth-to-mouth kissing, especially French kissing.

Seems like you need one before north to get the order right, but the parts are all there.

Didn't recognize Umbria, was wondering how a British region was involved, but looked it up and see it has no connection to Northumbria. You sure do like partial reversals!

[ME][?OP?][1][railway][C^L] ; I don't get where "object to work on" fits in. Railway isn't just Brit, it's common enough in the US even though RR is more often used. AAAND another reversal!
